Iipay & EnerTribe Initiative

High-speed internet, built for Santa Ysabel.

Iipay Fiber Initiative

A fiber-optic network is being built across Iipay tribal lands — owned by the Iipay Nation of Santa Ysabel, engineered for mountain terrain, and designed to reach 182 locations that commercial providers passed by.

The network belongs to Iipay.

The Iipay Nation will own and operate this network through a tribally established internet service provider. Pricing, service, and where the network grows next stay with the Tribe.

About the Initiative

The Iipay Nation of Santa Ysabel is building a tribally owned broadband network across the reservation through the CASF Infrastructure Fiber-to-the-Home Project. This vital project will bring high-speed fiber internet connection to tribal homes, businesses, and community institutions.

EnerTribe serves as engineering and infrastructure partner, leading the design and technical deployment to ensure high standards of craftsmanship and optimal modern network performance tailored specifically to tribal landscapes.

The Tribe and EnerTribe are currently advancing environmental review and permitting stages, preserving beautiful sacred lands while rapidly moving toward physical deployment.

Latest Updates about the Project

The latest happenings, project updates, and announcements from EnerTribe & the Iipay Nation.

  1. Project video now available

Watch our new whiteboard animation to learn how the Iipay Fiber Initiative will bring high-speed internet to Santa Ysabel, and why the network will belong to the Iipay Nation. The Chairman and Tribal Council approved the video for community release.

  2. Coming January 2027

    Detailed route survey

Crews will drive the planned fiber routes with a vehicle-mounted laser mapping system. Before that, they will place small checkerboard ground markers along the routes so the measurements are precise. We will share dates and a one-page flyer, including information about any drone flights, before work begins.

  3. Coordinating with Caltrans

The project team began coordinating with Caltrans District 11 on the permits needed to work along state routes.

  4. Introduction to SDG&E

EnerTribe was introduced to SDG&E as the Tribe’s Owner’s Representative, and an introductory meeting with Iipay Nation representatives followed. This begins the coordination needed to plan fiber on existing utility poles.

  5. Touring the routes together

From September 12 to 14, the EnerTribe team and Tribal staff drove the proposed fiber routes across the reservation. Together they checked the terrain and road access and noted homes that may need special connection options.

  6. Environmental review maps completed

Road ownership and land ownership maps were finished to support the project’s environmental review with the CPUC. Monthly environmental check-ins with the CPUC continue.
